About Me

I am an alumnus of the Antique National School, Class of 1966.  I graduated First Honorable Mention of the Class, and Cadet Captain of Alpha Company of the ANS PMT Class that ranked at the top of the tactical inspection for the entire province in the year 1966, and among the top PMT Cadet Corps in Region 6 for the year 1966.  I then proceeded to the University of the Philippines in Diliman, Quezon City where I became a member of the famed Rayadillo Model Company of the U.P. ROTC.  After Rayadillo, I became an officer of the U.P ROTC Corps of Cadets.  I graduated from U.P. Diliman in 1971 with the degree of Bachelor or Science in Business Administration major in Marketing.  After U. P. Diliman, I enrolled at the University of San Agustin Law School where I was a Dean's Lister for the years 1972 until 1974.  In 1974, I moved to San Beda College of Law where I was the Silver Medalist (second highest academic rating for the Third Year Law Class - 1975).  I graduated from the San Beda College of Law in 1976 among the top three of the SBC Law Class of 1976. I was awarded the Gold Medal in the graduation rites of SBC Law Class of 1976, and would have graduated on top of my class if I had the required residence of at least three years.I took the 1976 Philippine Bar Examinations, and passed with a general average of 84.45%, a rating of 96% in Taxation (my highest) and 76% in Political Law (my lowest - and my only grade below 80%). I went on to practice Law in Metro Manila, and became a Tax Supervisor at SGV & Co,, CPAs, a Senior Tax Manager at Joaquin Cunanan & Co., CPAs, an associate with the Law Firm of Sycip, Salazar, Feliciano & Hernandez, and finally a Tax Partner with the Punongbayan & Araullo/Ernst & Young Philippines.  I was also Professor of Law and Taxation at the following colleges and universities:  University of the East, University of Santo Tomas, De la Salle University, St. Scholastica's College, Philippine Christian University, and the Polytechnic University of the Philippines CPA Review Center. I immigrated to the United States in 1985, and became Accounting Instructor at the Watterson College in the West Covina, California and Pasadena, California campuses.  I took the California Bar Examinations in 1989, and passed the bar examinations the first time I took it.  I have been a practising attorney in the United States since 1990 until the present, with concentration in U.S. Immigration Law.
